Short Description:

The Senior Consultant 1 (Data Strategy lead) is responsible for design, implementation, analysis, and expansion of Get Covered New Jersey's data analytics suite.

The Data Strategy Lead is responsible for the design, implementation, analysis, and expansion of Get Covered New Jersey's data analytics suite. In the short-term, this individual will oversee the delivery of mission-critical exchange information to department leadership.

Over the medium-term, this individual will perform data analysis that guides exchange policy and operations.

Over the long-term, the Data Strategy Lead will help guide the overall data program, ensuring that GetCoveredNJ is maximally utilizing their data to cover the greatest number of residents at the lowest cost. Throughout their tenure, the Data Strategy Lead will provide technical assistance for GetCoveredNJ business leads to help guide critical decision-making.

Essential Duties and Responsibilities:
1. Report Writing
a. Develop, document and maintain key operational reports and dashboards in various IT systems throughout the organization.
b. Act as both a "quality assurance lead,” ensuring data quality and consistency, as well as a "translator,” ensuring that system data is clear to GCNJ business leads.
c. Support end-users on reporting applications: answer questions, troubleshoot issues and research solutions. Where new capabilities are required, the Data Strategy Lead will manage the delivery and utilization of new reports.
d. Support analytical project needs, research and implement solutions, answer questions and troubleshoot issues.
f. Stay current with reporting and data models design trends, best practices and technology directions. Provide recommendations for reporting and business intelligence roadmap to reflect industry direction.
g. Collaborate with other IT staff members in the development and implementation of IT projects, as assigned.

2. Data Analysis
a. Consult with various units to determine system functional specifications to enhance business processes, efficiencies and information flow through reporting and data visualization tools.
b. Assist Get Covered New Jersey staff in analysis of information for various projects and internal processes. These analyses may relate to any component of the GCNJ system, from Call Center operations to the application of health premium subsidies.
c. Develop understanding of data relevance and meaning for purposes of informing business policies and decisions.

Essential Functions:
1. Set priorities, develop a work schedule, monitor progress towards goals, and track details/data/information/activities.
2. Establish and maintain positive working relationships with others both internally and externally.
3. Work cooperatively and effectively with others to resolve problems and make decisions that enhance organizational effectiveness.
4. Speak, listen and write in a clear, thorough and timely manner using appropriate and effective communication tools and techniques.
5. Critical thinking and attention to detail applied to all work products.

Preferred Qualifications:
1. Bachelor's degree in computer science, MIS or related field; or an Associate degree and three years of directly related work experience
2. Strong technical background, SQL development experience a plus
3. Demonstrated ability to quickly develop new domain expertise and technical capabilities
4. Experience supporting a business team using data reporting software (e.g., Tableau, Power BI, Oracle)
5. experience working with relational databases and reporting tools
6. experience in analyzing data, creating reports and publishing results.
7. with a "client service” approach to Data Analytics, with the ability to describe technical topics from a business perspective
8. Effective communications skills including presentation skills
9. Ability to apply technical/functional expertise, manage and improve processes, practice self-development, champion change and innovation
10. Ability to foster collaboration and inspire trust
11. Demonstrated project management skills in planning, coordinating, communicating and delivering system enhancements independently
12. Report development and database administration expertise
13. A passion for healthcare and government service
14. Experience in healthcare or health insurance
15. Experience in SiSense a plus
