Position Summary  
The Project Operations Director plays a critical role in supporting the Community Reconstruction
&Infrastructure (CR&I) program through implementation and close-out. Reporting to the CR&I Managing Director, the Project Operations Director oversees program compliance, reporting, and financial management, and the development of automated solutions to improve operational efficiency.  The Project Operations Director will work closely with the CR&I leadership team, program business units, and liaise with other GOSR departments to ensure the compliant and on-time, on-budget completion of projects. This role will require frequent travel between New York City, Long Island, and Albany, NY. 
 
 
Responsibilities include but are not limited to: 
•      In partnership with CR&I leadership, program business units, and GOSR IT, drive and oversee development of automated solutions and tools to standardize and streamline processes across regions and staff
•      Manage the Project Operations team, including directly supervising the Project Operations
Deputy Director, Senior Data Analyst and Senior Business Analyst, and defining and driving Operations team functions
•      In partnership with CR&I leadership, defining CR&I program-wide financial tracking and reporting policies, procedures, and tools
•      Oversee and review financial tracking and reports (e.g., reviews and approves reports produced by the Senior Business Analyst on budget forecasts, LMI target forecasts, and actual cash flow, and reports up to CR&I Managing Director and Executive Director) 
•      Oversee quality control process for program-wide records retention (e.g., ensures ongoing monitoring of required documentation to ensure that records are accurate, complete , and comply with State and Federal regulations and GOSR’s internal policies and procedures 
•      Ensure that Project Operations staff are communicating and training subrecipient and vendors on GOSR’s vendor payment system
•      Work with Operations Manager, Policy team and Project Delivery team to identify and resolve program-wide issues and knowledge gaps
•      Escalate compliance, financial, and payment system-related issues to Managing Director and Executive Director as needed
 
Qualifications  
•      Bachelor’s Degree; advanced degree preferable
•      Experience managing and/or developing a strong project management team of 10+ staff
•      Minimum of ten (10) years of relevant work experience, including in creation, reporting, and/or management of data, executing business process re-engineering or redesign with demonstrated experience of implementing process improvements for a program
•      Deep expertise in technical writing and presentation development for executive-level audiences
•      Understanding of Federal, State and Local disaster recovery funding sources used by the CR&I program, and reporting requirements associated with them
•      Highly proficient in MS Office: Word, Excel, Access, PowerPoint and Outlook
•      Exceptional communication, organizational skills and attention to detail
•      Excellent report writing, analytical, editing, and proofreading skills
•      Ability to handle multiple and sometimes changing, tasks in a fast-paced, deadline-driven environment
•      Demonstrated passion for GOSR’s mission and commitment to working collaboratively with management team 
•      Experience with disaster recovery programs and/or federal funding
•      Ability to work with executive leadership and coordinate with business units both within the program and across GOSR
