Job Title: Job Reference # 123442 - Radio Frequency (RF) Engineer

Duration: 24 months

Location: Jackson, MS(Day 1 onsite)

 

Job Description

The IT Consultant(s) will provide consulting and evaluation services for the MDOC's Cellphone Interdiction Solution and shall have 8 or more years experience in Radio Frequency (RF) engineering; have experience in designing, implementing, and maintaining wireless communication; knowledge of cell site design and LTE networking; in-depth knowledge of FCC regulations and guidelines; possess one or more RF engineering certifications; knowledge of GSM, CDMA, LTE protocols; experience with indoor/outdoor distributive antenna systems and combo solutions. Knowledge of managed access/cellphone interdiction systems preferred.

 

Scope of Services for this project include but are not limited to:

1. Conduct a pre-assessment of each facility to:

a. Provide the estimated square footage of coverage area required at each facility.

b. Provide an estimated time of installation, including identifying any means of expediting the installation and implementation of Cellphone Interdiction Solution at each facility.

c. Provide a list of cellular radio macro cells deployed within at a minimum of 12 kilometer area of each facility and anticipated timeframe for agreements to be in place.

d. Provide an estimate for cost of installation and yearly maintenance cost per facility.

 

2. Provide project oversight

a. Participate in meetings with the MDOC to review and discuss the project specifications/requirements and other areas of the Cellphone Interdictions Solution

 

3. Review proposal specifications/requirements and provide findings including, but not limited to:

a. Verify compliance with all federal, state and local communication laws, rules, regulations and guidelines

b. Verify specifications/requirements meet the needs and desired purpose of the MDOC.

c. Identify any areas for improvement in the Request for Proposals specifications/requirements

 

4. In regard to proposals, consultant will

a. Assist the MDOC with written request for additional information.

b. Review proposals for completeness, accuracy, compliance with proposed requirements/specifications, compliance with budget requirements, cost- effectiveness, compliance with well-accepted standards of performance for the cellphone interdictions solutions, and fulfillment of conditions or requirements that may be required or requested by the Federal Communication Commission

c. Participate in and review the performance of proposers via oral presentation, if required

d. Conduct independent research as to each proposers and/or relevant related parties

e. Create summaries of the strengths and weaknesses of each proposer

f. Assist with the scoring of proposals

g. Serve as a member of the RFP Evaluation Committee

h. Make recommendations to the MDOC regarding the contractual term of retention of the successful proposer; and

i. Assist the MDOC in negotiating a final agreement.
